The purpose of the commissioning for outcomes steering group was to manage the process for developing clear, qualitative and quantitative outcome measures by which to appraise the developing services in the four key areas of the balanced scorecard by April 2009, to ensure the BSC will meet:

• The expectations of commissioners
• The needs of service users
• The ambitions of service providers
