Terms of reference
1. Introduction
The Motivation Engagement and Recovery Village Project Team will provide expertise, knowledge and skills to develop and implement the replica iron-age Village project.
The Project Team will have formal strategic partnerships with key stakeholders including health, social care, housing and employment services, drug treatment providers, and local drug users and carers
2. Membership
The Project Team will have representation or nominated representation from the following organisations and groups:
- NHS Wakefield district
- Wakefield District Community Healthcare Services (WISMS)
- Saviour Trust
- Archaeological Society
- SU Forum
- West Yorkshire Police
- Others as accepted by the group.
The Project Team will be supported by a number of Reference Groups and the SU Forum.
2.1. Appointments
Appointments to the Project Team will be received by the Chairperson and approved by the members. Voting rights awardede under the restriction of continuing built-in majority for Service Users.
2.2. Tenure
Members' term of office will be an ongoing arrangement.
3. Arrangements for the Conduct of Business
3.1. Chairing the meetings
The Chair will be selected by the Project Team and reviewed on a 6 monthly basis.
3.2. Quorum
To constitute a quorum the members in attendance will be Chair and 2 partner organisations as identified above.
3.3. Frequency of meetings
The meetings will be held monthly.
4. Authority
The Project Team will report to the Management Group on the development of this project in accordance with all governance, financial and legalities covered by the organisation.
5. Role and Functions
5.1. Role
The role of the Project Team is to strategically lead the development of the project and designate tasks as required amongst the members.
5.2. Functions
- Provide knowledge, skills and expertise
- Liaise with partner organisations
- Link into the recovery agenda
- Develop social reintegration model
- Develop outcome measures to link into the BSC
In line with NHS Standards for Better Health the Project Team will ensure the following are adhered to:

7. Review of Terms of Reference
These Terms of Reference will be reviewed annually or sooner if required by the consensus of the Project Team’s membership or in light of national/local policy changes.
